Beckett (flourished 1806-1809), Permanent Under-Secretary for the Home Department of the British government. The letter is docketed: "London Society held at the Black Swan. Bermondsey in correspondence with Leeds Clothiers". The enclosure had been left at the Post Office for lack of an address.
