Biography of Robert Harder
Robert Harder headed the Kansas Department of Social and Rehabilitation Services under Bennett. He started in the executive branch in 1967 under Governor Docking, becoming director the Department of Social Welfare in 1969, which was reorganized as the Department of Social and Rehabilitation Services in 1973. He held his position there until 1987.
