Three-page handwritten letter on Department of Interior letterhead regarding 1864 legislation removing refugee Indians from Kansas to Indian Territory, efforts the Interior Department had made according to the terms of that legislation, and the effect removing troops from Forts Smith and Gibson would have for those efforts. The back of the last page includes President Lincoln's direction to send the letter to the U.S. Secretary of War to read and potentially respond.
