Gives history of the Assignments of the Reservations, and of Arthur Moore's right to a commission from the King of Spain; instructs Shee how to help Stanhope settle an agreement between Spain and SS Co over the Assignments, how to handle the payments, and get AM paid. SS Co and other politics; fish project; clothing-trade project; villainy of Eon [Bon?]; principles of trade. His testimony before House of Lords. Ambitions for English-Spanish cooperation in the Americas. Some news of shipping and trade. Reproaches Shee for accomplishing little; paying SS Co and Shee has left Moore in financial straits.
