"1st. The Dutys payable at the Revolution to be continued…" Drawback, Wine Lycence to the Company. Additional duty on East India goods since the Revolution should be allowed by South Sea Company. Land tax on sugar and tobacco plantations in lieu of their present burden. Poor's rate; as the rate is in the nature of a land tax, and consequently a good fund, set up small banks from which bourgeoisie may borrow. In case the foregoing matters are granted to the South Sea Company, why not pay off by making annuities on otherwise oppresive duties, such as salt, soape, candles, etc.
