Overview

The International City/County Management Association (ICMA) was founded in 1914 as the International City Managers Association. ICMA is the professional and educational organization for chief appointed managers, administrators, and assistants in cities, towns, counties, and regional entities worldwide. This collection contains their administrative records dating back to the organization's founding, but is comprised predominately of materials from the 1970s-1990s. The collection also includes photographs, audio recordings, videos, microfilm, and 16mm films.

History of the International City/County Management Association

Founded in 1914 as the International City Management Association (ICMA), the International City/County Management Association has a long history with Kansas, though its offices left Lawrence for Chicago in 1929, and subsequently moved from there to Washington D.C. in August, 1967.

The Association published its first professional Code of Ethics for City Managers at the 1924 conference in Montreal, Canada. Orin F. Nolting (1903-1997), a long-time Executive Director of the organization (1956-1967), and Director Emeritus, lived in Prairie Village, Kansas, a Kansas City suburb, and continued to work as a consultant on urban management matters after his retirement.

In 1991 ICMA changed its name to include county government as well as city government, retaining the acronym ICMA.

Scope and Contents

The International City/County Management Association records contain membership records, staff files, annual conference photographs and audio-visual materials, annual awards nomination and judging files, articles and electoral reports on implementation of council-manager charters, and research into foreign forms of local government.

Most of the collection has been divided into 4 series: People, Places, Activities and Research, and Audio/Visual Materials. Later additions to the collection have not followed that same structure and are listed separately; oversize materials have also been physically separated from the rest of the materials and are described separately. Audio/Visual materials located at RH MS 950 and RH MS R206 are not individually identified but are in good physical condition.

Separated Materials

Published materials, e.g. books and serials, were removed from the manuscript collection and cataloged individually in 2011. These materials can be found by searching the KU Libraries online catalog. Performing a keyword search in the catalog on the phrase "International City/County Management Association records collection" will retrieve all materials formerly housed in the ICMA manuscript collection.

Processing Information

In 2011-2012, published materials were removed from the collection and cataloged individually. The remainder of the collection was reboxed and refoldered. The finding aid was updated to reflect the changes in the collection.
