Biography of Russell "Rusty" Leffel
Russell "Rusty" Leffel was a member of the University of Kansas student government from 1967-1969 and was a founding member of the Phantom Five organization in 1970. The Phantom Five was organized in response to violent student protests, which damaged the university's reputation and resulted in budget cuts. The organization sought to build responsible student involvement in university issues and advocate for higher education. Leffel campaigned for the 1984 Kansas 3rd District GOP nomination but lost in the primary election.
