General
Begins "The Royal Bank of Scotland is the present agent of the Bank of England in this country..." Proposes a branch of the Bank of England in Scotland: points out the advantages for a bank of issue of having many notes in circulation and the profit to the bank when such notes are lost through attrition or theft. (Since the Royal Bank does not encourage the circulation of English notes, the Scots presently meet them seldom and cash them quickly.) Scots would prefer the privacy of dealing with an English bank. A Scottish branch could be used for governmental purposes: revenue collection, salaries, etc.
