Pages 1-20 include the complaint report, the case summary, and the preliminary reports of Kansas Bureau of Investigation (KBI) case number 1-14958. The case summary states that Lawrence Police Department Officer Jimmy Joe Stroud thought he had shot someone and a bullet from his gun was found near the site where Rice fell.

Pages 21-60 include interviews conducted by KBI officers Woods, Emmons, and Malson. Officer Stroud is listed between Patrolman Green and Patrolman Fox on page 22 as one of the officers interviewed, but a report of the interview is not included, though the page numbers are contiguous, implying no omission.
