History of Kansas Council for Children and Youth

The Kansas Council for Children and Youth (KCCY) was organized on October 23, 1942, to carry out in Kansas the recommendations of the 1940 White House Conference on Children in a Democracy. The defined function of KCCY is to work with other organizations and individuals to promote the well-being of children and youth in Kansas. This is done by increasing the public awareness of the needs and problems of children, expansion of physical and mental health facilities in Kansas for children and youth, monitoring the justice system, updating child labor laws, improvement of Kansas schools, and planning for and implementing the recommendation of the decennial White House Conferences on Children and Youth. KCCY is financed by individual and agency memberships and private organizations. Esther E. Twente was the organizer and first chairman of KCCY. She also served as chairman of the Department of Social Work at the University of Kansas.

Scope and Contents

The bulk of the collection is information and correspondence the council has compiled in areas dealing with children and youth. The collection holds a wealth of information in subject areas such as adoption, child labor laws, mental -health facilities, delinquency, and child care. The collection also includes materials from the National Committee for Children and Youth (NCCY), and the National Council of State Committees for Children and Youth (NCSCCY). There is also rather extensive material from the 1960 and 1970 White House Conferences on Children and Youth in the collection. The papers in this collection dealing with organizational activity cover the years 1949 through 1979, and include annual meeting minutes, financial records, board meetings, reports of committee meetings, history of the organization, and newsletters. The collection is organized in one alphabetical arrangement, and consists of general categories with more specific references following. Papers dealing directly with the KCCY are interfiled into the collection.

An addition to the collection, listed at call number RH MS 790, is inventoried, but not arranged. Researcher should consult both groups of material, as the content may overlap.
