The Barker Neighborhood Association in Lawrence, Kansas, began as the East Central Neighborhood Association in 1982. According to the 1982 Constitution, the neighborhood association was organized "to promote understanding with the City of Lawrence, to improve living conditions, to maintain property values and to increase communication among the residents".
